Dear Members

We had a good second topic meeting in Antwerp in April with excellent presentations from an international team of speakers followed by useful discussions; our thanks to Agfa Gevaert for their hospitality.

Since then, it was good to see a number of you at the LES International Annual Conference in Edinburgh, which attracted a record attendance of 483 with a full and interesting program. We were also very well represented at the meetings of international delegates and committees which preceded the conference. One decision announced in this occasion, which I know will give you pleasure, was the nomination of our long-serving board member and past-president, Saskia van Dijk-Struyk, as Vice-President of LES International from November 1998. You will also doubtless be pleased to know that Heinz Goddar, currently President of LES Germany, and a welcome speaker at our own meetings, has been nominated as president-elect of LES International (i.e. to take over as President LES International from November 1999, and thus in office during our own Amsterdam 2000 Conference).

Detailed preparations continue for our Advanced Licensing Course in The Hague on 10 and 11 September, which promises to be successful. Thereafter, there have been some modifications to the two remaining 1998 meetings (but not to the dates), details of which are announced below, and will appear on our web site.

I look forward to seeing as many of you as possible on these occasions.

  • 10-11 September 1998 - The Hague : Advanced Licensing Course
    From 10-11 September 1998 LES Benelux is organising a two-day Advanced Licensing Course in Hotel Sofitel in The Hague.   • 7 October 1998 - The Hague : "Software Licensing in the Year 2000"
    On Wednesday afternoon 7 October 1998, LES Benelux organises a member meeting at Shell International (The Hague) about "Software Licensing in the Year 2000". The first speaker will be Mr. Marc Vael from the consulting offices of Arthur Anderson, Brussels. He will inform us about the various legal, economic and organisational problems in corporations around the millennium bug. The second speaker will inform us about the various legal problems around vesting and enforcing security rights in software. As usual, the meeting will start at 12.30 h. with a lunch, and shall end at 18.00 h.

  • 25 November 1998 - Brussels : "LES visits the European Commission"
    On Wednesday 25 November 1998, LES Benelux organises a full-day meeting with several high-ranked officials at the European Commission to discuss current issues of licensing and intellectual property law. At this day we will welcome various speakers from the Commission's departments at DGIV, DG XIII and DGXV and LES members from many countries who will comment on the officials' speeches.

    The following topics will be dealt with :

    • General Introduction to the Commission's IP policy ;
    • The Community Patent and the Commission initiative regarding software patents ;
    • The Proposed Directive on Copyright and Related Rights in the Information Society ;
    • Current Issues concerning the interface between Intellectual Property and Competition ;
    • Proposals on Design Rights and Utility Models ;
    • Licensing Issues in Electronic Commerce.
    Venue : Premises of UCB in Brussels, Belgium
    Time: Start 10.00 h. and ending at 18.00 h. ; Luncheon: 12.00 h. to 13.30 h.

    LES Benelux will combine its Annual General Meeting with this seminar, from 13.30 h. - 14.00 h.

  • LESI Amsterdam 2000 - "A World of Innovation"
    The marketing for the conference has started at the LES International Conference in Edinburgh, where participants who promised to attend the conference were decorated with a plastic tulip sticker and a small pair of clocks at their name badge. Also the first announcement for the conference was distributed (for all Benelux members enclosed with this newsletter). Attached to this newsletter is a form for those who want to deliver a contribution at the conference. Details are also published at our web site (http://www.les-europe.org/benelux).

Impressions of the LESI Conference 1998

The Scottish organisers of the conference provided excellent conference weather: cold and wet which kept all participants inside the conference centre. Also the high quality of speakers made that the plenary sessions and workshops were extremely well attended. During the breaks participants were not only busy with networking but also excellent entertained by several exhibitors who had set up their booths in the fabulous lobby of the EICC: providing information on future meetings and conferences, exploiting an internet cafe with patent information set up by the UK Patent Office and displaying all kind of publications, including those of LES International. Tuesday afternoon, the participants and their accompanying persons were entertained with Scottish activities as the Highland Games, including an impressive falconry and bag piping, a whiskey tasting tour and a golf tournament. The concluding dinner dance was then consuming all the remaining energy of the participants with excellent food, music and dancing until the small hours of the new day.

LES International web site

At the LES International Conference in Edinburgh the new web site for LES International was launched. This web site has three levels: one open for anyone interested in licensing and technology transfer, one for members and non-members interested in knowing more about LES: for this level visitors have to register. The third level is only available for LES-members and is password protected. For the time being the address of the site is: http://www.lesi.org. Transfer of the site to http://www.lesi.org is expected soon. However, all members are invited to visit the site as soon as possible and to give their comments.

LES International Annual Report 1997-1998

The second issue of the LES International Annual Report is ready and will be distributed to all LES Benelux members in a few weeks. See also http://www.lesi.org (level 2).

LES Europe

Chairmanship of LES Europe is rotating: for 1998 LES Britain and Ireland is chairing this grouping, in 1999 LES Italy will be chairing it and for 2000 the chairmanship will be transferred to LES Benelux. The secretariat will also rotate and will be in the hands of Barry Quest (LES B&I) for 1998-1999. One of the subjects discussed at the LES European Presidents meeting organised on Sunday afternoon during the LESI conference in Edinburgh was the merger of LES Spain and LES Portugal into LES Spain and Portugal. Objective of this merger is to get a strong and healthy regional society. Also discussed were the forthcoming Pan-European LES conferences:
