This quarterly newsletter is written specifically for LES Benelux members and others with a professional or business interest in all aspects of technology transfer and the licen-sing of intellectual property throughout the world. Dear Members

I hope that you will have returned refreshed from your holidays, and ready to play an active role in our society's activities. Our next event in Benelux will be our Advanced Licensing Course in The Hague, which already has around 30 registered participants, reflecting the quality of our inter-national range of speakers, the subject coverage provided, and the efforts of the organising team: there may still be room for those unable to make a firm booking earlier. On 7 October, we have the topic meeting (The Hague), and on 25 November in Brussels our final meeting of the year (combined with our Annual General Meeting), for both of which details are given below. Planning has already begun for a full program of activities in 1999, and an outline of this will be announced at our AGM.

Meanwhile, at the international level, committee meetings will be held after the LES USA & Canada Annual Conference in Miami Beach 25-28 May, for which you should have received the full program in the June issue of 'les Nouvelles': and I hope we may see some of you there.

May I remind you that all members were invited to register their interests and/or expertise in a range of technological and industrial fields: and 76 of you had already responded by April. This information was too late to be published in the 1998 Members' Directory (where you can see the last section 'Members alphabetically by industry sector'), but should appear in the 1999 edition. LES Benelux Meetings

7 October 1998 - The Hague :
"Software Licensing in the Year 2000"

On Wednesday afternoon 7 October 1998, LES Benelux organises a member meeting at Shell Int. (The Hague) about "Software Licensing in the Year 2000". The first speaker will be Mr. Marc Vael from the consulting offices of Arthur Anderson, Brussels. He will inform us about the various legal, economic and organisational problems in corporations around the millennium bug. The second speaker, Professor Carlos De Backer, will inform us about the various legal problems around vesting and enforcing security rights in software. As usual, the meeting will start at 12.30 h. with a lunch, and will end at 18.00 h.

25 November 1998 - Brussels (UCB premises):
"LES visits the European Commission"

On Wednesday 25 November 1998, LES Benelux organises a full-day meeting with several high-ranked officials at the European Commission to discuss current issues of licensing and intellectual property law. On this day we will welcome various speakers from the Commission's departments at DGIV, DG XIII and DGXV and LES members from many countries who will comment on the officials' speeches.
The following topics will be dealt with:
General Introduction to the Commission's IP policy; Community Patent and the Commission initiative regarding software patents; Proposed Directive on Copyright and Related Rights in the Information Society; Current Issues concerning the interface between Intellectual Property and Competition; Proposals on Design Rights and Utility Models; Licensing Issues in Electronic Commerce. LES International

The renewed web site of LES International has been transferred to http://www.lesi.org. At the site detailed information can be found about the forthcoming LESI Conference which will be held in Melbourne, Australia (26-30 April, 1999). The site has three levels: one open for anyone interested in licensing and technology transfer, one for members and non-members interested in knowing more about LES: for this level visitors have to register. The third level is only available for LES-members and is password protected and contains a bulletin board for messages and licensing queries. Any member who wants to have a link at the LESI site to the site of his or her company or organization (having some relevance to licensing or the activities of LES) should apply at Crispin Marsh, LESI Communications Committee, e-mail crispin_marsh @compuserve.com.
There will be a charge of US$ 100 per calendar year for each link.

The LESI Conference - "A World of Innovation" Hotel Krasnapolsky Amsterdam
Sunday 21 - Wednesday 24 May 2000

All members of LES Benelux are reminded to make a note of this date. The organising committee is finalizing the arrangements for the social events of the conference, which promise to give all attendees and accompanying persons ample scope for networking and guarantee a very pleasant stay in Amsterdam. The theme of the Conference "A World Of Innovation" will be the framework for a wide range of interesting topics.   • The World Intellectual Property Organization (WIPO) is undertaking an international process to develop recommendations for the intellectual property issues associated with Internet domain names, including dispute resolution.   • CEIPI organises a seminar on licenses rules in the EU from 19-20 October 1998 in Strasbourg. For more information, please contact Rosemarie Blott, e-mail Rosemarie.Blott@urs.strasb.fr
  • The European Patent Office (EPO) in Munich reported an increase of filings of 14% up on 1996. Also the Dutch Patent Office (BIE) reported an increase of 4%.
